An ER Paralegal role on the Charge Team provides the opportunity to lead the company’s response to administrative charges filed with federal and state agencies. You will manage charges from intake through resolution: conducting investigations, gathering and analyzing evidence, partnering with HR and business leaders, and developing position statements. Your internal clients include Human Resources and field and headquarters leadership, and you will work closely with counsel, advise on risk and strategy, and support mediation and settlement decisions.

As an ER Paralegal on the Charge Team, you will work in collaboration with the Employee Relations attorney team to provide strategic and timely support on administrative charges, agency proceedings, and related ER matters. You will independently manage charge responses from intake through submission, conduct investigations in support of position statements, coordinate with internal and external partners, and contribute to the efficient operation of the Charge Team’s workflows.

As an ER Paralegal (Charge Team) you will:

  • Independently manage the full lifecycle of administrative charge responses, including intake, investigation, drafting of position statements, exhibit preparation, and timely submission to the relevant agency.

  • Conduct thorough investigation and evidence gathering for charge matters, including reviewing relevant documents, obtaining information from field ER partners, conducting, and coordinating witness interviews.

  • Analyze investigation results and make strategic recommendations on Target’s response to administrative charges.

  • Draft position statements addressing charge allegations with supporting evidence, incorporating feedback from attorney review and ensuring compliance with submission deadlines.

  • Provide strategic guidance to HR and ER partners while assessing company exposure on employment-related issues connected to administrative charges; recommend solutions as appropriate by analyzing pros and cons, alternative strategies, and best practices.

  • Create and manage litigation holds, including preparing draft custodian lists and communicating preservation obligations to relevant team members.

  • Coordinate with attorneys on charge matters as needed, including requesting conflict checks, preparing initial intake forms, and maintaining matter information in LegalTracker

  • Establish and maintain cross-functional relationships across the Law Department, Human Resources, and other business leaders to resolve issues and drive collaboration on charge-related matters.

  • Prepare materials and contribute to team reporting and tracking processes.

  • Consistently demonstrate behaviors aligned to Target's values of Inclusivity, Connection, and Drive.

About You

  • Four-year degree or equivalent combination of education and experience

  • 3 years of related paralegal experience in a law firm or law department (employment law specialty), or relevant experience within human resources, employee relations, or compliance

  • Experience with administrative charge responses, EEOC proceedings, or employment-related agency matters preferred

  • Strong interpersonal skills with the ability to facilitate meetings, resolve conflict, build consensus, establish rapport and collaborate effectively across departments and externally

  • Analytical and critical thinking skills with the ability to leverage data to influence decisions, identify risks and improvement opportunities, and distill complex issues into actionable plans

  • Effective verbal and written communication skills with the ability to create transparency and confidence and influence across all levels of Target team members

  • Ability to adapt, prioritize and successfully manage multiple tasks or projects in response to ambiguous, changing or competing priorities

  • Ability to work autonomously and manage multiple projects simultaneously, maintaining appropriate prioritization and ensuring adherence to deadlines

  • Ability to apply discretion and sensitivity while working with confidential information

  • Proficient in Microsoft Office; familiarity with LegalTracker, Exterro, and Workday preferred

This position will operate as a Hybrid/Flex for Your Day work arrangement based on Target’s needs. A Hybrid/Flex for Your Day work arrangement means the team member’s core role will need to be performed both onsite at the Target HQ MN location the role is assigned to and virtually, depending upon what your role, team and tasks require for that day.
