Position Summary

This vacancy is with the County Assessor's Office on the EGCI service team. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.


To assist customers and perform a variety of assignments related to the calculation, receiving, and recording of documents and fees associated with real estate, mobile home, and personal property taxes; abatements; homesteads; and abstract, and Torrens properties; and to perform related duties as assigned. (This is the journey-level position in the Tax Clerk series. It differs from Tax Clerk 1 in that previous experience enables employees to perform a greater volume of work, or work that, based on supervisory assessment, is relatively more complex and requires more independent actions.)

Flexible Workplace:
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Examples of Work Performed

  1. Provide services and information to the public in a variety of areas such as legal descriptions, taxes, market values, fee collection, abatements, divisions, homestead status, tax statement clarification, and real estate documents on Torrens or abstract property by referring to a variety of data sources such as computer applications, microfiche, and maps.

  2. Identify property based on legal descriptions provided and examine various documents, check tax status, ownership, and Certificate of Real Estate Value to determine acceptability and recordability.

  3. Determine corrective actions to file previously rejected documents, including engaging other offices whose involvement may be required to assist customers in achieving their filing objectives.

  4. Calculate and record real estate, manufactured home, and personal property taxes due for current, delinquent and prepaid taxes; calculate penalties and/or penalties and interest on past due and delinquent taxes, subject to any pending adjustments.

  5. Perform general cashier functions, including handling cash/checks and receipts.

  6. Prepare, sign, file and cancel confession of judgment contracts, determine eligibility, length of contract and installment amounts.

  7. Check and maintain records of tax payments, prepayments, confession of judgment contracts, bankruptcies, resolutions, divisions, homesteads, abatements, tax petitions and transfer of property.

  8. Reconcile property ownership, tax payment, homestead, and valuation discrepancies by identifying errors, tracing errors to their sources, obtaining corrected data, and updating the records.

  9. Notify mortgage companies of tax amounts on new loans and new Property Identification Numbers (PINs) due to divisions or combinations of property.

  10. Process overpayments and refunds and notify taxpayers.

  11. Check Torrens property documents against the certificate of title and determines if the owner's or mortgagee's duplicate certificate of title must be presented at the time of filing documents.

  12. Enter all pertinent information regarding document type and number, filing date and time, grantee/grantor, and fees collected into a computer; and assign new book, page and certificate numbers for Torrens property in order to maintain a permanent, accurate property ownership record that will be accessible to title companies, attorneys, realtor, and the general public.

  13. Create and maintain records of personal property liens (Uniform Commercial Codes), and listings of all State and Federal Tax Liens filed in Ramsey County, and determining if the proper chain of title is reflected.

Minimum Qualifications

Education: High school diploma or equivalent.

Experience: Four years of clerical experience or equivalent.

Substitution: Equivalent combination of education and related experience.

Certifications/Licensure: None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Tax Clerk will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions –do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Tax Clerk. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.


Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
